Internet Protocol Suite (IPS) for Aeronautical Safety Services


Develop an industry roadmap and a development plan for defining IPS for Aeronautical Safety Services, including airborne, ground-based and space-based communication systems, coordinating with aviation Standards Development Organizations (SDOs), Air Navigation Service Providers (ANSPs) and others with an interest.


The Existing ACARS network and Aeronautical Telecommunication Network (ATN) infrastructure for aeronautical safety services is aviation-unique. Modern, off-the-shelf, efficient, and robust network infrastructure common to both air traffic services (ATS) and aeronautical operational communications (AOC) safety service applications is needed.

New network infrastructure for safety services based on IPS will meet this need. Accordingly, it is proposed that the IPS Subcommittee prepare a detailed technical definition of IPS for aeronautical safety services in a new ARINC Standard. This specification will be based on the ICAO Doc 9896 IPS definition and on prevalent commercial IP network technology (e.g., IETF RFC 2460 for IPv6) with the modifications necessary to support aeronautical safety services.


This project is expected to advance data communication technologies used for NextGen and SESAR airspace initiatives and, in turn, provide a number of benefits to airlines, airframe manufacturers, and avionics suppliers. Airline benefits are expected to accrue in the form of greater data communication performance compared to ACARS and ATN.

The AEEC Executive Committee has endorsed a work program to develop a roadmap document and a development plan for the standardization of Internet Protocol Suite (IPS) for Aeronautical Safety Services:

  • Definition of long-term needs for IPS for aeronautical safety services
  • Transition phase during which ACARS, ATN/OSI, and IPS will co-exist
  • Accommodation of legacy aircraft equipped with ACARS, ATN/OSI, and new production aircraft with IPS
  • General Air/Ground end to end architecture
  • Ground Gateway to accommodate Legacy and New Production aircraft
  • Airborne architecture including security, multi-link and other technical and operational considerations
  • Support of AOC and ATS applications
  • Definition of how and when ARINC, ICAO, RTCA, EUROCAE, an others should contribute to the standardization effort
